Some ground in Sde Dov is not zoned for one thing. The מסחר, תעסוקה ותיירות class puts commerce, employment and tourism on the same lot, which is how a district gets a building with shops at the bottom, offices above and a hotel next door without three separate planning fights.

This is the flexible ground. For an operator it is also the most negotiable: what a specific unit becomes depends on the design plan for that lot rather than on the zoning alone.
