Opening a business in Sde Dov

Use classes, business licensing, the logistics rule, and the timing that decides which complex you open in.

Sde Dov is unusual for an operator: a district with 16,000 homes, about 125,000 sqm of commerce and roughly 3,000 hotel rooms, all arriving at once rather than accreting over decades. The first colonnades open around 2029, which means the tenant conversations happen now.

Four things decide whether a given unit works for your business: its use class, its licence, its delivery route, and its complex's timeline.

The four things that decide it

  1. 1. Use class

    The plan separates commerce (מסחר — retail, F&B, personal services) from employment (תעסוקה — offices), with hotel as its own class. A colonnade unit under a residential lot is commerce. A floor in the 300 series is employment unless its design plan says otherwise. This is fixed by the plan, not negotiable with the landlord.

  2. 2. Business licence

    Israeli businesses serving food, alcohol or the public need a licence (רישוי עסקים) from the Tel Aviv municipality, on top of the lease. Requirements differ by activity — a bakery, a bar and a barber are three different files. Start it in parallel with the lease, not after.

  3. 3. The logistics rule

    District deliveries consolidate through the logistics centre on lot 306 rather than arriving lot by lot. For a restaurant taking daily deliveries, that is an operating constraint worth understanding before signing, not after.

  4. 4. Timing by complex

    Eshkol's colonnades are lettable from about 2029, Central's promenade from about 2031, North's high street from about 2032. Opening first means no competition and a category page that already ranks; opening later means negotiating against a full street.

The numbers behind the decision

Questions operators actually ask

Is there space available now?
No unit is occupiable yet. What is available now is a place on a developer's tenant list before the colonnades are allocated.
Who do I talk to?
The developer holding the lot. Tender winners for most lots, the private Big Bloc owners for 102, 105 and 108. The leasing page lists which is which.
Can I get a licence before there is a building?
No. Licensing follows a physical premises. What you can do early is confirm the use class permits your activity, so the licence is not blocked later by the plan.
Is kosher certification required?
Not by the plan. It is a commercial decision, as anywhere in Tel Aviv.
