Sde Dov is sized for people who work in it, not only people who sleep in it: about 330,000 square metres of employment against about 125,000 of commerce. Most of that is not in a separate office park — it sits in the 'residential and employment' class, meaning workplace uses are permitted in the same blocks as homes.

For an operator the distinction matters. Employment ground does not automatically permit a shop or a restaurant; that is the commerce class, and it is a different line on the plan.

## What the plan fixes
